NOVA International School Skopje is a leading co-educational, English medium-day school with educational programs ranging from PK to Grade 12. The school was established in 1997 to offer exceptional opportunities for growth and development to children of expatriates and local families residing in Skopje and the greater region. On behalf of our client, DEKRA is looking for:

  • Facilities Manager

JOB DESCRIPTION:

General Facilities Maintenance

  • Ensure all aspects of Safety and Building and Grounds are compliant and that documentation is regularly updated. Continually review, revise, and disseminate all Safety and Building and Grounds policies following any changes in legislation or required improvements;
  • Ensure the campus and buildings are compliant with relevant property and operational facility requirements, implementing and providing for new/revised legislation, and implementing recommendations or instructions of external specialist reports;
  • In coordination with the Maintenance Coordinator, develop a detailed short-term, medium and long term maintenance plan;
  • Supervise and evaluate all agreed work by staff (security, custodian, maintenance, and  gardening) or outsourced contractors and follow up on any deficiencies;
  • Supervise the maintenance team to make sure that the day-to-day operation of the campus runs smoothly. Ensure that maintenance requests are attended to in a timely manner. Liaise with the Maintenance Coordinator to ensure that he has the resources he needs to carry out his duties effectively;
  • Oversee the work of the custodial team. Liaise with the Custodian Coordinator to ensure that she is supported in her work with the human resources, tools and supplies to effectively carry out her duties;
  • In coordination with the Maintenance Coordinator maintain the safety and utility of the indoor and outdoor campus, with all spaces being  supportive to learning;
    • Maintain all furniture and fittings in good order or replace when appropriate;
    • Ensure all systems are kept in good working order;
    • Ensure the temperature and air quality are appropriate to learning;
    • Plan and oversee building work/renovation. Maintain documentation of all repairs and servicing, ensuring timely and accurate completion;
    • Determine inventory levels of maintenance materials, furniture and fittings in the  school, accessible to staff;
  • Monitor use of water (PE Water Supply & Sewerage Enterprise building), heating (BEG), electricity (EVN),  communications (T-home) consumption, and advise on strategies to reduce wastage;
  • Liaise with representatives from Karpos municipality and city of Skopje in order to establish a  good working relationship;
  • Work with insurance companies to insure facilities and equipment.

Health and Safety

  • Ensure all requirements with regard to earthquake and emergency preparedness are met. This  includes technical equipment, resources, staff training and communication;
  • Hold a seat on the Crisis Management Team;
  • Respond appropriately to emergencies or urgent issues as they arise and deal with  consequences;
  • Ensure the community is appropriately informed of all emergency procedures, via signage, print  and electronic (SMS, e-mail, social media) communication;
  • Ensure all health and safety workplace requirements are met and that facilities and the school  comply with local legislation, including the implementation of the Law on Occupational Health  and Safety;
  • Ensure the learning environments inside and outside are safe for students and that all spaces  and equipment meet safety standards.

Security

  • Oversee the work of the security team. Liaise with the Security Coordinator to ensure he is supported in his work with the tools and supplies to effectively carry out his duties. Consult with the Security Coordinator to ensure that the campus emergency procedures are kept up-to-date and that the security infrastructure is maintained at the best possible level;
  • Organize regular coordination meetings;
  • Establish relationships and maintain communication with key resources of security information and support – including the US embassy and Karpos police department;
  • Review and update Security and Procedures Handbook and internal system for ensuring the  security of all school stakeholders, to reflect best practices.

Cafeteria and catering

  • Oversee the work of the cafeteria team, and work closely with the Cafeteria Coordinator. Organize regular coordination meetings.
  • Ensure the kitchen and cafeterias meet all HACCAP standards and other local regulations;
  • Coordinate with cafeteria staff when executing NOVA events and performances. 

Project management and budgeting

  • Responsible for planning and overseeing renovation or construction projects. He/she must ensure that these projects are completed on time, within budget, and to a high standard;
  • In close coordination with the School Director and the Leadership team, the Facilities Manager will develop, coordinate and implement a Campus Management Plan, using effective budgeting and project management techniques;
  • The Facilities Manager is responsible for the effective financial management of all Opex, Capex and Lifecycle budgets for campus maintenance and development. In this regard, the Facilities Manager meets at least once a month with the Business Manager to monitor and control spend against budget;
  • Research, prepare and advise on new projects related to facilities development as directed by  school leadership;
  • Make recommendations for development or improvement of facility systems and practices;
  • Lead/coordinate projects related to facilities development as directed by school leadership;
  • Prepare, monitor and manage the annual budget for facilities maintenance and development as  directed by the Manager;
  • Oversee the cost effectiveness of facilities related purchases. Ensure contractor management is aligned with best practice, including ensuring service reviews, tender evaluations and contractor performance reviews are conducted on a regular basis;
  • Plan for the best allocation and utilization of space and resources for new buildings, or reorganization of current premises.

QUALIFICATIONS:

  • Bachelor's Degree;
  • At least 5 years of experience related to buildings and  property management;
  • Good understanding of building maintenance, construction and security is preferred.

PROFESSIONAL KNOWLEDGE AND SKILLS:

  • Excellent English speaking and writing skills;
  • Good computer skills;
  • Customer service approach and helpfulness.
